Proposition 

 

ROSSLARE DEVELOPMENT                  

    
Attempts to set out a 5-year programme aimed at improving and enhancing the village and our blue flag beach with:

 

•    Agreed project programme & priorities (seek Co.Council input)  
•    Project management- Pillar allocations
•    capital requirement & source of funding
•    current expenditure, 5-yr projections, running costs 
•    cottage industry concept
•    communication: community, local authority, etc.
•    youth integration programme

•    social and entertainment calendar & fund raisers

 

     Outline Projects (not in any sequential order):
-    county development plan - prepare our input
-    coastal protection: finalise plan of action and set timescale
-    beach promenade plan, starting with artist/architect impression
-    beach access:  identify points to be opened for parking, with cold shower and toilets, planning approval, rights of way issues

-    Special projects: visitor centre, park-and-ride plan
-    Modular housing concept for report to county council
-    urban renewal application (prepare now)
-    select local elections candidate with election campaign and fund organising

-    financial statement and 5-year projections
-    straw poll survey to assess our image and expectation, view of one-way traffic system and parking regulation, our own local          authority representative
-    communications: public relations, press, radio, & local notices
-    social and entertainment diary
-    youth liaison and interaction
-    village health check:  review infrastructure for village facelift
-    greenway project; wildlife and bird sanctuary
-    broadband -  contact relevant companies for delivery, discuss infrastructure ducts and road openings plan with county council 
-    prevail upon council and Irish Rail to address bridges
-    community watch project

        PROJECT:   FOCUS ROSSLARE

The essence of FOCUS ROSSLARE is captured in this document which profiles Rosslare today and makes a Declaration of Intent as to its future by way of the following:

-    5-year business plan with narrative and financial projections

-    Rosslare Development BIBLE that characterises the Pillar management approach to allocated projects and stands as a formal record of agreement and achievement

-    Focus Rosslare Project setting out the urgent need for extensive coastal protection works

-    An ambitious capital works programme that relies essentially on support from central and local government funding

-    Improved facilities that will lead to social integration of all age groups, showcasing Rosslare as an attractive place to visit and to live in .


OBJECTIVE:
The objective of the 5-year plan is to achieve, through community and political endorsement, phased and specific year-on-year development designed to enhance the appeal and reputation of Rosslare for tourists and residents alike.


            MISSION STATEMENT

To identify and, in so far as possible, to implement an agreed programme of works and services as outlined in an agreed 5-year business plan, the ultimate purpose of which is to enhance the appeal and reputation of Rosslare Strand as the premier seaside resort in the county

Attempts to set out 5-year business plan aimed at improving and enhancing the village and our Blue Flag beach with the following:

- Agreed project programme & priorities (Co.Council input promised; project management- Pillar allocations;  capital requirement & source of funding; estimated timescale for start-and-finish
- resilience programme (emergency/rescue coordinated plan) 
- cottage industry concept
•    communication: community, local authority, etc.
•    age imbalance & youth integration programme
•    social and entertainment calendar & fund raisers
Outline Projects (not in any sequential order):
-    county development plan – finalise and approve our input
-    coastal protection: finalise plan of action and set timescale
-    beach promenade plan, starting with architect-computer impression
-    beach access:  identify points to be opened for disabled people and general parking, with cold shower and toilets, planning approval, rights of way issues
-    Special projects: visitor centre, park-and-ride plan
-    Modular housing concept for report to county council
-    Rural regeneration application (prepare now)
-    select local elections candidate with ready-to-go election campaign and fund organising
-    financial statement and 5-year projections
-    straw poll surveys to assess our image and expectation, view of one-way traffic system and parking regulation, support for local authority rep.
-    communications: public relations, press, radio, & local notices
-    social and entertainment diary
-    youth liaison and interaction
-    village health check (ref. separate report)
-    review infrastructure for village facelift
-    greenway project and wildlife and bird sanctuary
